This plan change rezoned a new area to the west of the city that will enable about 220 new homes to be built fronting the Mangaone Stream.
The new area is referred to as the Kikiwhenua residential area. It is the first stage of the wider Kākātangiata urban growth area.

Changes to the horse racing industry mean less land is needed in the Race Training Zone on Te Wanaka Road. These changes have freed up the eastern side of Te Wanaka Road for housing supply.
The Kikiwhenua Structure Plan guides the future development of this residential area. Key parts of the structure plan:
Council has allocated infrastructure upgrades for Kikiwhenua in the 10-Year Plan. Water, wastewater and transport services are yet to be scheduled for delivery in our work programme. These services will need to be in place before subdivision can begin.
