All our options refer to affordability. The legislation requires us to consider affordability as one of the things that prove the financial sustainability of our options.
We understand that affordability means different things to different people, and some may not see any of the options as affordable.
In our explanations, we have outlined the cost differences between the options, showing that some are more affordable than others. Our goal is to provide clear information so you can understand the financial impact of each option.
While cost is a big driver, we considered several other aspects to help determine a preferred option. These include:

- innovation
- the service you get
- communities of interest
- cultural input
- your ability to have a say
- growth
- climate change and the environment.
