Tell us how our civic marae and cultural centre should be managed

We're seeking feedback on how the planned civic marae and cultural centre at Te Motu o Poutoa Anzac Park should be governed and managed in the future.

This key project, developed in partnership with Rangitāne o Manawatū, is part of Palmerston North's long-term plan and will be an exciting new space for the community. The facility will include a public café, a civic marae, and areas for private events. It will also have an educational focus, making it an ideal destination for school trips and a great place for locals to bring friends and whānau.

Mayor Grant Smith says the project is an important step in recognising the cultural and historical significance of Te Motu o Poutoa while also creating a new and exciting community space.

“This is a special site for Rangitāne o Manawatū and for all of us in Palmerston North. It’s a place where we can celebrate our city’s history, culture, and future together. Now, we need to hear from the community on how this facility should be governed and managed to ensure it’s a success.”

We've identified four possible management options, with our preferred approach being a stand-alone council-controlled organisation (CCO) – a charitable entity jointly governed by the Council and Rangitāne o Manawatū.

“This option ensures equal partnership and decision-making, brings in the right expertise, and opens up more opportunities for external funding,” says Mayor Smith.

“We believe it’s the best way to set this facility up for success, but we want to know what the community thinks.”
