Palmerston North City Council has adopted the Light Motor Vehicle Prohibition amendment to the Traffic and Parking Bylaw 2018.
The amendment was adopted at its meeting on 31 May 2023, following community consultation.
The bylaw comes into effect on 1 August 2023.
Under the bylaw, light motor vehicles (vehicles with a gross mass not exceeding 3,500kg such as cars, utes, and vans) are prohibited from being operated on identified roads in Palmerston North between 10pm and 4am, every day of the week. The identified roads (or parts of these roads) are:
- Bennett Street
- Birch Way
- El Prado Drive
- Makomako Road
- Malden Street
- Valor Drive
- Works Road
The proposed restrictions don't apply to:
- those people who own or occupy properties or businesses on the affected roads
- people visiting those who own or occupy properties or businesses on the affected roads
- people travelling to or from their place of employment on an affected road
- trade or service vehicles being used for trade or service purposes on the affected roads
- passenger service vehicles such as taxis or Ubers that are conveying a property or business owner, or their visitors, to a property on an affected road
- security service vehicles being operated in the execution of their duty
- any emergency service vehicle, or a person who is attempting to render emergency aid or is assisting in an emergency
- a person with the prior permission of Council.
