Under section 14(2) of the Reserves Act 1977, Palmerston North City Council gives notice of our proposed intention to pass a resolution declaring the land described below to be a Reserve and to classify it as part Local Purpose (Road) and part Recreation reserve.
Description of the land
Council owns a parcel of land located at 12A Roxburgh Crescent, Hokowhitu legally described as Part Lot 2 DP 60866 contained in Record of Title WN31C/75, being an area of land between Roxburgh Crescent and Manawatū River, including part of the stop bank.
The land nearby is proposed to be redeveloped into a residential zone – this is being consulted on as part of proposed Plan Change E - Roxburgh Residential Area. To do this, we are proposing to declare and classify the land as a Reserve to:
- provide additional width to the planned road in the redevelopment which will enable provision of on-street car parking for Manawatū River users; and
- classify part of the land for recreational purposes allowing us to maintain public access for the use and enjoyment of the area.

Anyone can comment or object to the proposal to declare the land as a Reserve and classify it as part Recreation and part Local purpose (road). Objections must be in writing. The closing date for objections is 4pm, 19 November 2024.

If you’d like to speak in person at the hearing on this matter, please indicate this on your submission form. We’ll write to all objectors once a hearing date is confirmed. Following this, Council will then meet to consider all objections received and make a decision on whether or not to pass the resolution. If the resolution is passed, copies of the resolution together with all objections and the Council’s comments will be forwarded to the Minister of Conservation.
