Public Consultation: Local Water Done Well

Palmerston North City Council is now seeking feedback on proposal for the future management of the city’s water services.

The Government is requiring all councils to consult as part of preparing a ‘Water Services Plan’ which outlines how it intends to manage water services in the future.

Its Local Water Done Well legislation has strict requirements about how water can be managed in the future including the borrowing, financial sustainability, and regulation of water services.

We are consulting on three options

  • Preferred - Option 1: A water organisation jointly owned by Palmerston North, Horowhenua, Manawatū, and Kāpiti Coast District Councils.
  • Option 2: A water organisation owned by Palmerston North and one or more councils within the Horizons Regional Council boundary.
  • Option 3: Palmerston North City Council continues managing and delivering water services on its own. This option does not meet the legal requirements; however we’re required to consult on this option.

Our consultation material outlines the potential options, potential costs in 10 and 30 years and the pros and cons of each option.

Consultation closes 4pm Sunday 30 March 2025

Hard copy submission forms are available at our Customer Service Centre, any of the Council libraries, or on request.
