Palmerston North City Council is calling for submissions on its draft Class 4 Gambling Venue Policy 2023 and its TAB Venue Policy 2023.
Council is required to review its policies under the Gambling Act 2003 and the Racing Industry Act 2020 every three years. The draft policies will replace the current policies.
Draft Class 4 Gambling Venue Policy 2023
The draft Class 4 Gambling Venue Policy 2023 includes two main changes:
- The introduction of a ‘sinking lid’ for venues and gaming machines. A sinking lid means the Council will grant no consents for new venues or for additional gaming machines at existing venues. This will replace the current fixed cap (changes to clauses 4.1 and 4.2).
- Rewording clause 4.3, to clarify the conditions under which consent will be granted for a venue to relocate to a new location.
Draft TAB Venue Policy 2023
The draft TAB Venue Policy 2023 includes only minor name changes.

- Filling in the online form at pncc.govt.nz/gambling
- Emailing your submission to submission@pncc.govt.nz
- Calling our Contact Centre on 06 356 8199
- Mailing your written submission to Palmerston North City Council, Attn: Democracy and Governance, Private Bag 11034, Palmerston North 4442.

Council is planning to hear oral submissions in August 2023. If you indicate you’d like to speak, we’ll write to you after the submission period has closed with more information on the hearings.
