Public consultation opens on the draft DAI Buildings Policy 2024

We are calling for submissions on our draft Dangerous, Affected, and Insanitary Buildings Policy 2024. The draft Policy will replace the current Dangerous and Insanitary Buildings Policy.

The draft Dangerous, Affected, and Insanitary Buildings Policy contains several changes. These include:

  • Provisions on ‘affected’ buildings and the name of the draft policy has been changed to include ‘affected’ buildings.
  • An update to the structure of the policy including strategic content, purpose, objectives, and principles.
  • Inclusion of assessment criteria that we may consider when deciding whether an identified building fits the definition in the Building Act 2004 of dangerous, affected or insanitary.
  • An update to the provisions relating to the process we’ll follow when deciding on what action to take to prevent a building from remaining, dangerous, affected, and/or insanitary.
  • A new provision setting out our intention to keep a register of the status of dangerous, affected, and/or insanitary buildings in the city. The new provision will also give us the ability to consider whether to list the information on the Land Information Memorandum and/or Property Information Memorandum.

The Statement of Proposal is available on our Council website, the Customer Service Centre, or at any Council library. Making a submission

You can make a submission until 4pm on Monday 7 October 2024.

This can be done using our online form at pncc.govt.nz/DangerousBuildings, emailing your submission to submission@pncc.govt.nz, or calling us on 06 356 8199 to have your submission recorded for you. Hard copy submission forms are available at our Customer Service Centre, any of the Council libraries, or on request. Written submissions can be delivered to the Customer Service Centre located at Te Marae o Hine The Square, or posted to:

Next steps

The Council will consider all submissions it receives, and plans to hear those who wish to speak to their submissions at a hearing in November 2024. If you’d like to speak at the hearing, please indicate this in your submission, along with your preferred contact method and details. We will write to you after the submission period has closed with more information on the hearing.
