Council reviews these fees and charges every year to ensure there is sufficient revenue to cover operational costs, and satisfy the requirements of our Revenue and Financing Policy and the Palmerston North Trade Waste Bylaw.
We also need to be satisfied the proposed fees are transparent, fair and reasonable, and market comparable.
The proposed volume-dependent charges reflect trade waste volumes and costs over the two years from 1 January 2017 to 31 December 2018 and are based on formulae contained in the bylaw.
We propose to continue phased increases for some of the fixed administrative charges, such as wastewater consent processing and grease trap monitoring. This will enable these costs to be recovered from users rather than subsidised from rates, in line with our Revenue and Financing Policy.
